As chief financial officer, Antoinette oversees the Port’s Finance, Technology, and Analytics Division. The division focuses are budget development, financial planning and reporting, maintaining effective internal controls, accounting, funding for capital projects from sources including cash/investments, debt, and grants, internal audit, information technology, and performance analytics.
Before joining in July 2020, Antoinette was the assistant treasurer responsible for managing the Public Finance, Investments and Deferred Income Plans Branch at the County of Los Angeles. She also served as chief deputy treasurer for the County of San Diego Treasurer and Tax Collector’s Office, where she managed the Treasury and Investment Divisions. Prior to her public sector experience, Antoinette worked in the financial services industry for over 15 years in various senior roles within banking and investment management.
Antoinette is a California native and grew up in the San Francisco Bay Area. She is committed to public service and has been a long-time advocate for increasing financial literacy within her community. Antoinette was a Governor appointee to the Scholarshare Investment Board for the State of California’s 529 College Savings Program and has served on various nonprofit boards. Antoinette currently serves as Vice Chair and Board Trustee at Portland State University and serves as Finance Chair at Transitions Projects, Inc in Portland.
Travis leads the Port’s Capital Finance and Treasury department. This department is responsible for debt issuance and ongoing debt management, capital project funding, grant management, and cash & investment management.
Prior to joining the Port, Travis was the Debt Manager for East Bay Municipal Utility District in Oakland, CA. During this time he also served as Chair of the San Francisco Public Utility Commission’s Revenue Bond Oversight Committee and on the City of Oakland’s Budget Advisory Council. Travis also spent five years as a credit rating analyst with Moody’s Investors Service covering local government issuers in the western U.S., and three years in the Debt and Investments group at Bonneville Power Administration. Combined, Travis has more than 15 years of experience in public sector financial management.
Travis holds a bachelor’s degree in Economics from Portland State University and master’s degree in Public Administration and Policy from New York University.
